do the different crafting material types give different stats to armor like they do in SP?

 

as in, should I wait until I have the better materials to craft tier 2 and 3 armors or should I do it ASAP?

Not for armor. Only for weapon enhancements.
So use the lowest tier of materials for armor crafting so you can save those good materials to pimp your weapons.
