I have lost my Mass Effect 1 save file. so I need to create a new one fore Mass effect 2.
But I don't now how. I selected "new game" and "Male" but I can't chose anymore options then that. not even the face.

I mean the actions from the old game I saved the Council, But in the first intro they say that they are dead. and later I see Ashley, she did't die in my ME1 game but I never told ME2 that.

Playing a new game without a previous save file will have you play with assumed outcomes from the first game.  Play through the opening sequence of the game and your character creation will come after.

There is a very nice person maintaining a website for savegame swapping. You can download a variety of Shepards from ME1 and import them to ME2 :-)
