It is the first time I see these guys in the game (or at least, it is the first time I notice them) Ar they Grey wardens? I saw them in the Storm Coast but couldn't talk to them.

They're the Blades of Hessarian.

Yeah, when in doubt, hover over someone with Tac Cam. It'll tell you who they are.

Ah thank you. All the other Blades of Hessarian are dressed in blue and this is the first time I see these ones dressed in black and with those big shields. a pity they are not wardens

Blades of Hessarian. 

Warriors are wearing classic Fereldan armor just like on your screenshot So it might be confusing a bit.
