Considering it's the year 104 in North Korea, I suppose the creation of their own time zone isn't all that absurd considering everything else.

I mean, it'd fit the theme of anachronism they seem to going for, from certain buildings and infrastructure being stuck in around the Korean war in the 50's, their military hardware being 70's second (or third) hand gear from the Chinese and Soviets, as well as how only last year or so they sent a fax to South Korea, meaning at least in telecommunications they've entered the 90's.

After having carefully analyized their findings for a month, it was revealed they came to the conclusion that Russia had a high-tech fibre-optic digital communications network ever since 500 years before. The world was stunned!

In late 2011, our beloved Supreme Leader Kim Jong-Un decreed that DPRK's scientists should prove those imperialist pigs that their nonsensical posturing is of no consequence against the technological prowess of the People's nation.
