Considering it's the year 104 in North Korea, I suppose the creation of their own time zone isn't all that absurd considering everything else. 

 

Lemme guess, is the new timezone TDB... Two Decades Behind?

 

I mean, it'd fit the theme of anachronism they seem to going for, from certain buildings and infrastructure being stuck in around the Korean war in the 50's, their military hardware being 70's second (or third) hand gear from the Chinese and Soviets, as well as how only last year or so they sent a fax to South Korea, meaning at least in telecommunications they've entered the 90's.

In early 2011, after having dug to a depth of 250 meters, US archealogists found traces of copper near Austin and concluded that 250 years ago, the US already had a working telephone infrastructure back then.

Following that sensational discovery, a russian team dug 500 meters deep in central Siberia and found traces of amorphous silicate. After having carefully analyized their findings for a month, it was revealed they came to the conclusion that Russia had a high-tech fibre-optic digital communications network ever since 500 years before. The world was stunned!

In late 2011, our beloved Supreme Leader Kim Jong-Un decreed that DPRK's scientists should prove those imperialist pigs that their nonsensical posturing is of no consequence against the technological prowess of the People's nation. An expert team of hundreds of highly esteemed, loyal archeologists dug to a depth down to 2500 meters ... and found nothing.

 

The debauched imperialist nations were stunned out of their premature self-worship and DPRK mockery when three weeks later, the Science Committee announced the findings could only mean one thing: the DPRK already had a satellite-assisted wireless network 2500 years ago.
