I found out then that it had to do with the one setting in the C:\\Users\\UserName\\Documents\\BioWare\\Mass Effect 2\\BIOGame\\Config\\GameSettings.ini --> DepthOfField=True
When DepthOfField=True was set then these diffuse lights appeared. But it also had better colors and I didn't want to deactivate it. So I tried around and found out that there is something you can do about it.
In the file Mass Effect 2\\Engine\\Shaders\\DepthOfFieldCommon.usf there is the following line:
static half InverseFocusRadius = PackedParameters.g; // <--- Original
I changed it to:
static half InverseFocusRadius = PackedParameters.g - 0.0015 ; // fixed?
I added - 0.0015 here so that this weird light effect around characters disappears. From what I understand it tells the game that for the diffuse camera effect that happens when a target is further away it shall not start directly at the camera but kinda in 5 meters or something like that. So everything in very close range is not diffuse. At least that is what I think it does. I'm not sure about it but if you go down with the value to - 0.001 it again shows the diffuse stuff if I remember well. You can try around with the value if you like and I hope this doesn't entirely disables the effect. Wasn't able to test it yet.

I just did these changes and wanted to share it before I forget what I changed. Maybe it helps someone with similar problems.

Edit: I played the game now for a while and in some situations that adaption steals a lil atmosphere. In very bright places it is better in my opinion. It's up to you if you want to use it. If you use that adaption the image is alot "sharper". In the normandy ship for example I like the diffuse athmosphere when not changing anything.
