It's a gameplay mechanic. It doesn't need to be level-based, though. Skill-based would work just as well, and you may find it easier to justify.

Dann-j already beat me to the idea of deity restricted. I figured the racial restrictions could be used in conjunction with a modified Wild Shape. Since Wild Shape normally merges the armor, you could Iinstead have the regular armor unequip and then the druid can put on armor for their new shape. Also wild shape only takes the best magical armor bonus, so leather+1 and a shield+2 only gives +2 with no bonus from leather or shield. Theoretically that could make wild shape more interesting, and more potentially viable if it's weak (I dont normally play shifters, so I dont know).
