Foreshadowing.
Have you finished the game yet?
Yes, plenty of times. Still. Fen'Harel can be the God of Rebellion or anything else. That doesn't explain why the statues representing him are everywhere while other Gods' statues are just here and there.

Placating the horrible Loki esque god...
At least we're not dealing with his mask, like in DA: Redemption.

Because the Dalish still pray to him.
Tho, mostly to appease him.

I think they're scattered everywhere because we've only seen Ferelden and Orlais, which seems to have been Fen'Harel's "shared domain" under Mythal. I expect we'll find far fewer wolves as we move north into Tevinter, Par Vollen and beyond.

I think it's because his symbol is a wolf. People think wolves are cool. So they make more statues of them. Owls are cool too, but less people think so. At least some people like desire demons enough to make statues of them. Though, I wonder if their size means more people like them, rather than their scarcity implying less people do.
The bottom line? People craft things that they think look good. That doesn't necessarily mean they understand or even like what those depictions represent or signify. All those wolf statues may have been made by people who like wolves or look at them as signifying strength (especially in unified numbers). So maybe humans saw one old Fen'Harel statue, like how it looked without knowing what it signified, and then remade a bunch of them all over the place.
I don't think the Dalish made them. Remember the one in the Dalish camp in DA:O? It was placed away from the tribe to signify that they keep the trickster god away. So I don't think the Dalish like Fen'Harel enough to make a bunch of statues of him. Solas even states in Jaws of Hakkon that most people [forget about Fen'Harel].
So either humans made the statues without knowing what they meant, or ancient Dalish made them before Fen'Harel did whatever he did.

My favorite is the one in Suledin(?) Keep. That thing is massive. I always have to stop and stare.

Do you mean the one in the Exalted Plains? The one sitting up on top of the mountain?

No, but that's my second favorite. This one is in Emprise de Lion. The keep you capture.

Good explanation.
The amount of statues might be a "Please don't be angry with us Fen'Harel, we'll be nice and build you a metric F-ton of statues in your honor."
If not, I'm completely out of ideas.

Fen'harel didn't have worshipers as the others gods did since it takes a special kind of a*****e to be worshiped and he just didn't have it. No wonder he locked them up. He was jealous.
Solas actually sculpted himself all those statues of himself and took solace in them. And maybe hoping to impress random elves with his artistic skills. But elves know squat when it comes to art.

I'm not sure if all of them are supposed to be him. Some might just be reused assets meant to be wolf statutes.

They're not really everywhere. The dales used the wolf motif for their elite troops, so that gives the symbol some staying power. As for the older temples, well ... Fen'Harel was apparently a popular guy.

Most of the wolf statues we see are not related to Fen'Harel, but to the wolves who guarded/fought alongside the Emerald Knights. So the Dalish carved them, but they don't have anything to do with worship or appeasement.

I think it's because there's a difference between a dog and a wolf. They're the same species, but nothing like the same animal, because dogs have been domesticated. Put differently, do you know what you're looking at is a statue of Fen'Harel? We're all over Thedas. It could be Hafter. The only difference between a guard dog and a wolf is that the wolf is stealing and the dog is protecting.
My uncle was a farmer and got treed once by a pack of domestic dogs that had been let out for the day. They all had collars and tags. Get them together, and the followers will go with the natural alpha male, and he's aggressive. Uncle Jack only had 2 shotgun shells, and he wasn't close enough to anyone to yell for help, so he wound up hanging out in a tree until the dogs got bored. My neighbor is a sheep farmer, and I helped him make a sign to warn people - don't let your dogs loose near the farm. He's good at recognizing animals, and if he's never seen it, he'll call animal control and get it back to you. Second time he sees it, he'll shoot it dead, because dogs that haven't been taught right from wrong kill sheep. They can't help it, sheep are food if they haven't been taught otherwise.
The thing is: You see a statue. It's a canine. Look around you - is anything obviously dangerous? No, well, just keep your eyes open. Either the area's protected or dangerous, but you don't know which.
Or dog sculptures were all the rage that year and everyone had to have one. Remember the identical dog statues in Skyhold's Ferelden decor? Do you want to sell one statue or 2? Give it a different label and maybe someone will want it then. I've seen it myself with those ridiculous tiny dogs women paid a fortune for to carry in their purses, of all places. The stupid things were all fluff and piddle, and with my job in retail, I saw how unhealthy they were. They were vicious little things. I had one do a full-out spinning snarls-and-teeth right in front of me, like the Tasmanian Devil from Bugs Bunny. The only reason they exist is to satisfy the need to show off, as far as I'm concerned. Give me a mutt from the shelter any day, or better yet, one raised on a farm that's not quite ready to leave its mother yet, but thinks I'll do.

When we're at Mythal's temple they explain that statue depicts Fen'Harel. And you see the same exact statue all over the place (either bigger or smaller). With Fen'Harel's reputation I wouldn't say current elves built them... These are my guesses, anyhow. But if it happens to be more less like this, why would his statues be built all over?

You'd think the statues were all connected to Fen'Harel if they hadn't also introduced the new bit of lore about how every Emerald Knight had a wolf companion. So whilst they used the same design, many of the statues are tributes to the wolves of the Emerald Knights. That said, the Dalish place small statues of Fen'Harel at the edge of their encampment, facing out, to ward off evil spirits. So when they occupied the Dales it makes sense that they might have placed larger statues of Fen'Harel to do the same. That big one off the Exalted Plains did make me wonder though. With that big hand that belonged to some long lost statue in the same area, I think that statue definitely dates to a much earlier time. There are also a lot of stag statues and owls around the place, plus those weird cave paintings turning up all over the place. I'm actually far more curious about what they are there for and what they are meant to depict. Given what we are told in the Temple of Mythal I'm guessing the war between the various factions.
