Correct me if I'm wrong but isn't that exactly what they were trying to prevent?

I think that I originally read the thread's title as "EA accidentally turns river orange" and my first thought was "wouldn't put it past them."

It's fine, it's just Orange Brawndo, and it's what fish crave.

Oh, man... somebody's getting fired.

Does the EPA fine itself if it causes a chemical spill that does damage to the surrounding area and its residents?

Yes. Yes it is. Some three million gallons of waste just streaming into the river.

Who would they pay the fine to though? Koch Industries? Monsanto?

Iron, eh, that's okay, no big deal-

Zinc? Sh**, that's seriously bad news for the fish.

Copper? ...Oh-o...

What a mess! There is a lot of contamination left over in the western USA from 19th century ore smelting operations during different mining rushes, as well as problems from present day mining. I hope the EPA learns something from this catastrophe. Mining and metal extraction are necessary evils, we need to learn to do them more carefully. (understatement)
I live in Alaska where drilling and mining are the major sources of state revenue. But even in this conservative, pro development state, many people have learned to be more proactive in their thinking. The Pebble Mine controversy in the Bristol Bay area is an example of this change in attitude up here. The potential gold mining site sits close to the world's largest wild salmon run. The salmon are also a significant source of revenue. So far, voters have favored protecting the salmon over digging up the gold. That could change. But I hope it can wait until they know what they're doing, it's not as if the gold is going to get up and leave.
The EPA has been helpful in this case:

It's nice to know they don't always screw up.
