Really that was it?!?!? 5 or possibly 6 weeks its been so long i cant remember honestly and this is the turd your laying at our feet? I opened it 10 seconds ago and already I couldn't tell you what was in it it was that f-u-c-k-i-n-g bad. 
I have got 3 chests (2 commendation and one victory). And no one of this had a weapon greater as Lvl 23!!!
Whats up here? I thought we get a high level weapon at 24-26???

No, each book is separate.
I saw no indication of this, despite being on the forums frequently. Huh. Last I saw, Luke was asking what we'd like to see as a reward in the final chest. Even suggested the possibility of a Hakkon weapon.? kay.

Yeah, the Varric chests for book 1 were already created by then.

Edit edit: I suspect Luke did not tell us how many books and we haven't seen the "final" chest.
The most detail I saw was along the lines of "commendation, commendation, something different, commendation, something different" for the 5 Varric chests. I am on these threads way too much lol, but it is possible I missed something more specific. And, I would've ignored any mention of Hakkon weapons, as scrubs of my gloriousness will never see such things. (Getting ready to duck) So we basically got an extra chest for 5 challenges - buggy challenges, but still - and folks are grousing because they don't like what they got...from the extra chest for doing the same thing as usual...free, extra chest.
Surely I'm missing something here, but I don't get the griping. People want different challenges - there are only so many permutations, so have some extra story and 5 extra chests...guess that equates to extra angst. (Reason # 987,966 why I love the BSN)

Challenges are now all going to be bundled into little books. 5 at a time.
And we seem to have the kinks ironed out.
The next books 5th star reward is (i think) really cool.
