You are very correct in regards to the ideology of the Silent Sisters. However, do keep in mind that Pala chose exile from the order and loss of her caste in joining the Inquisition. She is no longer necessarily bound to never make a sound, however she is still physically unable to articulate words.
So, yes, it can make sense.

Thats what I was thinking too. I am mixed about having her make noise though. While it would be nice to be able to grunt or something to get everyone's attention, I fear people would spam the hell out of it just to annoy people. But can we at least please get the same flashing icon over our heads like everyone else even if they don't actually make noise? It would be nice to still be able to communicate with those that just auto mute everyone still.
