Im just wondering does Kaedrin's PRC pack affect the extra experience needed for drows and other characters to rise in level...it seems that my drow is leveling pretty fast/

No. ECL characters gain more XP from kills because they're normally of a lower level, so it may be that. More so if you have several ECLs in your party.
