Redeeming Promotional Codes?

I believe I successfully used the Cerberus key, although I am not exactly sure what the confirmation of that would be, as it directed me to my account here at Bioware. So at least it passed some sort of activity on that might be considered to be "progress" in the system. Also the game itself is active, so although I never directly entered the Game key, presumably that must have been automatically passed through.
The problem seems to be the promotional key. First problem: when logged in properly, every time I move to a new page in this website I must re-enter my login. When I go to the "redeem promotional code" page, I must also re-log in. To write this post, I had to re-log in. Second (and primary) problem: entering the 16 digit "promo key" (4 groups of 4 alphanumerics separated by dashes) in the promotional code box simply returns me to the login screen. Logging in again simply returns me to the profile page. I end up endlessly entering the "promo key" with no progress in the system.
How do I use my promo key to get the dlc associated with the pre-order promotional from Steam?

You can go to Profile > Your registered game promotions in the left-hand pane to see which items have been successfully redeemed. There should be download links for those items on that page as well.

The current system is inconsistent and confusing. The free DLC content can be downloaded without registering the game, but the promo code DLC can not even with a correct promo code. That is confusingly inconsistent and not well-documented.
So here is the exact sequence of events that has to occur for people with several registration codes associated with their purchase:
(1) Use the "Cerberus key" or code to log into whatever this web network is, - it apparently will use any old Bioware or EA Id you may have had previously, or you can create a new Id. The Cerebus key is a 16 alphanumeric, possibly split up into 4 groups of 4 digits separated by dashes. I don't think it matters if you use dashes or not, although it is easier to check your typing if you put the dashes in.
(2) Once in this Bioware site, log in (and stay logged in) with your chosen Cerberus/Bioware Id.
(3) Open the drop down menu in the sidebar to the left under "Profile" and scroll down to "Register Games". Select the proper game and enter the "Game Key" or code for it. This will be a 20 digit alphanumeric code, possibly split up into 5 groups of 4 digits separated by dashes. I don't think it matters if you use dashes or not, although it is easier to check your typing if you put the dashes in. You must finish this step before loading any paid-for or promotional DLC from this website. Even though you can download free DLC for ME2 without registering the game, all promotional DLC can only be accessed after manually registering ME2 here at this website. It's confusing, but that's how they designed it.
(4) After registering the Game Key (or DVD code or equivalent name), then go to the "Redeem Promo Code" under "Profile", the same menu from which you found the option to "Register games". Enter your 16 alphanumeric (4 groups of 4 digits separated by dashes) "Promo Key" or code. I don't think it matters if you use dashes or not, although it is easier to check your typing if you put the dashes in. If you have not yet manually registered the game, then you will not be allowed to download any promo dlc and nothing will happen.
(5) After each promo key is entered, the website will automatically send you to the page to download the DLC which corresponds to the promo key you used. In my case, it showed the Inferno Armor DLC and a download button.

I've only gotten the cerberus and promo keys to work.
I may pass on the CE of future Bioware games. Dragon Age and ME2 both failed on me in regards to promo codes.

If you couldn't register your game, then you won't be able to download the promo DLC. If you already downloaded the promo DLC, then that means you have already successfully registered your game.

Before I figured out I had to register my game manually on this site first, I was still able to download the *free* (not promotional) DLC, the Zaeed and Normandy Crash Site modules. That is what is confusing, - you apparently don't have to register your game before getting the ordinary free DLC, but you do have to register to get the "free" promotional DLC.

Perhaps the code somehow ended up used by someone thanks to a typo? Or for a more nefarious reason, I don't know.

Given that I was unable to use my "promo key" until I had actually registered the game at this site using the "Game key", - that would suggest that the two may be linked ... or not. Its possible they simply added the step of registering the game first as an exercise in bureaucratic whimsy if there is no actual connection between the numbers, ie. a promotion can only be used by the person with the correct game key.
Its quite likely, given your experience, the two numbers are simply separate codes with no internal reference to the other, which would make theft easier. Generating a promo code from a specific game key would not absolutely ensure against theft, but it would mean someone would have to correctly guess both a game key and a matched promo code, or have the conversion key to complete a theft.

I was personally able to register my one working DLC code before registering the game code, for whatever reason. In any case, seeing as how my probably isn't common, it looks like my only solution is to go through EA support. I've got a question in via e-mail, but I'd love to do the live chat if, you know, it didn't cancel it when the countdown hit 0.
