I just wanted to chime in on the ancillary legionnaire discussion, specifically the "offensive" abilities.
Legionnaire is probably my favorite class. I run payback strike, shield bash, Walking Fortress, and Counterstrike.
Payback Strike and Shield Bash aren't there so you can top the leader boards, they are there as two interrupts on very short cooldowns (6.8 seconds with CD amulet). Shield bash has the added benefit of giving you a touch of mobility and smashing guard, while having decent damage. Payback strike is great for recovery. There is nothing more satisfying that slamming into one of those twig demons and knocking them down while they are in the middle of channeling their panic shriek. Or slamming into a despair demon, knocking it down, then knocking it down with payback strike once it gets up.
I have mediocre promotes (33/38/42) and have never had a problem generating guard on NM. Worth noting I use the guard on hit Mage Hunter shield though and the Hakkon's Honor sword with Unbowed/WF procs.
I run Counterstrike instead of War Cry due to LOS taunting, and it only requiring one point instead of two. The stamina costs is rough, as is the cooldown, but the latter is greatly mitigated by flow of battle/Walking Fortress Upgrade

WF upgrade reduces all cooldowns including it's own. I was going to give you the benefit of the doubt after you actually started listening to people and corrected the mistakes in your builds, but telling people to skip WF on the Lego? Into the trash it goes.

I could try to offer an improvement that involves switching out 1 skill, like what I did
I could demand that he switch to my nightmare lego build, which inquires him to switch 3/4 of his skills, to at least one he claims he never used before
Seeing as people play better with skills they know it seemed logical, and civil
