It's kind of tough for me to pin point any single favorite character from a film or video game, since I have so many, but I guess I'd go with Solid Snake for video game character. In film, probably either Neo from The Matrix or Maximus from Gladiator.

These aren't exactly my favorite characters in the sense of liking or identifying with them all that much, but they are some of the ones I find most compelling:
Fast Eddie Felson, The Hustler (1961)
HAL-9000, 2001: A Space Odyssey
Lady Kaede, Ran (1985)
Travis Bickle, Taxi Driver
Colonel Mathieu, The Battle of Algiers
And a few of my favorites from video games:

She wasn't a bad character before Blizzard made her stand around doing almost nothing for 11 years in WoW, but a lot of characters have gotten that treatment since the series went MMO.
Although in the next expansion she'll probably at least get to be the reason for one of the weeks that Illidan decides to become good again, because he can't accept that 10000 years later she still doesn't want to bang him.

Well first, she spends the first half of the first campaign murdering every human and orc she sees, even as the Burning Legion is burning her country to the ground. At one point she had to get to the den of the Druids of the Claw, and to get there, she had to cross a battlefield where the humans and orcs were fighting against the Legion. Furion was like "Hey these guys are fighting the demons too, maybe we can team up with these guys and complete the mission in five minutes!" But Tyrande was like "Nah, Orcs and Humans are unclean, we don't need them. We can fight our way through the humans, the orcs, *and* the legion to get to the burrow. Totally not a waste of night elf lives." But when they finally get there, she says "Oh hey, isn't this where Illidan is imprisoned? The Orcs and the Humans aren't good enough to be our allies, but he is! Okay, maybe he's a dangerous, unpredictable addict who betrayed us to the Legion, but he's had 10,000 years alone to think about what he's done, I'm sure he's sorry." And then, when Furion refuses to let Illidan out, she throws a tantrum and murders all the wardens. And then of course in Frozen Throne when Illidan betrayed them again, exactly as his brother predicted, Maiev is finally able to call her out on her bull crap. "Tyrande, you murdered my watchers and released a stupidly powerful agent of the Legion, wtf?" But Tyrande said "You have no right to judge me!" She doesn't? Really? Why not? Tyrande is so stupid it's pathetic. It's a miracle the Night Elves haven't died out being ruled by her for 10,000 years.

Perhaps not the worst written, she still seemed to have more depth than half of StarCraft II's cast, but I still found her insufferable.

Games? The Boss from Saints Row 2-4. Dangerous, abrasive and sociopathic but also loyal, energetic and funny.
Movies? Bilbo from the Hobbit. I liked the character since I was 12 and I seriously think Martin Freeman nailed it.

Well since I shouldn't include any Mass Effect characters because that would just be too easy...
Movie: T.A.R.S. from Interstellar. Something about sassy robots makes me happy.
Video Game: The Ghost from Destiny. Haha no. That was definitely a joke. But for real, probably either Sam Fisher from Splinter Cell or kick it old school to Crash Bandicoot. That little orange dude was always there for me.
