Better mana sustain- Death Siphon or Restorative Veil?

Trying to create a mostly Winter mage that utilizes both Blizzard and Static cage for some crazy AOE damage.

 

The big problem with this build is obviously going to be maintaining mana to keep that Blizzard sustained, so I was wondering: for my specialization, should I go Necromancer for Death Siphon, which grants me 20 mana each time an enemy dies around me, or Rift Mage, for Restorative Veil and the 10% mana regen?

 

Does anyone know what's better for maintaining mana?

I am under the impression that Death Siphon requires you to get the killing blow to count.  I could be wrong.  But even if I am wrong, restorative veil will be better.  I say this because restorative veil begins giving you mana back as soon as you deal damage.  And you need mana coming in constantly to support blizzard.  You can't wait until something dies.

Restorative Veil is better than Death Siphon for mana regen because it's easier to get mana back on a living enemy while attacking them over having to kill a mook, especially if you're trying to seriously use Blizzard.

On the other hand, restorative veil will require you to weaken the enemies first.  So you'll need to overlay pull of the abyss, static cage, and blizzard.  To further complicate matters, static cage will apply shocked to an enemy, which will bug out weakened.

Really? Well I guess you'd know better because I only played Rift Mage once and never got the hang of it.

I know the necro spec fairly well. Death siphon gives mana all the time no matter if you get killing blow. On nightmare killing enemies fast can be a problem in the dlc otherwise if you run with maybe Solas for fire mine and extra support and maybe varric and bull you get enough dps out if the party to keep killing enemies and blizzard up. Or rogues and shatter combos. Problem with varric although he is beastly you need good bianca upgrades to get there. Killing stuff fast lower than nm is not a problem to keep blizzard up. But hell if you spec to cold just bring a bunch of rogues and Solas with stone fist to shatter all the things. Oh and don't turn friendly fire on.

Even if death siphon works when someone else gets the killing blow, the mana regen is noticeably different between a rift mage and necromancer.  To compound matters, all necromancer abilities are overly expensive in mana cost.  One could argue that walking bomb is the only active skill worth considering, but it's still 65 mana.  Rift mages spend their free time looking for ways to spend all the excess mana. 

 

I'm not saying death siphon isn't good.  It just isn't as good as restorative veil.  Restorative veil gives you mana while you spend it, whereas something has to die first  for death siphon to work.
