They are too primitive, this is found it their own Wikia. I doubt they are capable of spaceflight. More like, they were discovered, then used as guns for hire.

They can be trained or "socialized", which is what the asari have often done with them, but left unchecked, they breed too quickly and devolve back into wandering packs. It doesn't help that they have lifespans that are even shorter than the salarians at 20 years.

I don't think many races in ME take the Vorcha seriously, because are "dumb." Like you said, they can devolve back to what they are used to. Such a shame.

The Blood Pack picks them up en masse and literally beats them into soldiers, so it's no real surprise how much Vorcha we see are grunt/soldier types that know next to nothing else.

According to Capt. Gavorn, they're just vermin. They breed like rats, likely carring deadly illnesses, and the Blood Pack uses them as cannon fodder. Send in waves of Vorcha, let the enemy waste ammo on the Vorcha, then the Krogan will charge in while their enemies are reloading.

Whilst there are pretty strict rules in place about not engaging with pre space-flight species in council space, these are probably flouted often enough by individuals. The salarians - if the krogan and the yahg are anything to go by - have a reputation of using primitive species for their own advancement, whether openly (in the case of the krogan), or covertly, by abduction (in the case of the yahg). Outside of council space, in the terminus systems, the approach to to pre space-flight aliens is probably much more lax too. Likely people often pick up rare aliens as trophies or as pets, to then sell on for a nifty profit.
I imagine in the vorcha's case people didn't expect them to reproduce so rapidly, or be so difficult to kill. Their own damn fault for underestimating the might of the vorcha.

The vorcha are CAPABLE of higher intelligence - we have our first vorcha capable of understanding the concept of personal pronouns in the ones we get the Blood Pack support with in ME3, after ME2 gave us only vorcha speaking in 'you no take candle!' talk, and there's a vorcha on the Sunset Strip taking advantage of anyone willing to play his shell game, and another one talking about tactics and strategy with a human woman. But vorcha life spans are brief, only an average of about twenty years, and very, VERY violent. They don't normally have the time or opportunity to learn and apply that intelligence. Because of that, they're looked down upon because they don't appear capable, so no one really bothers to try and help them. But when someone does take that time and effort, you end up with groups like the Void Devils, who are praised for their discipline.
Vorcha are underestimated, but I'd say that, if given the chance, they'd probably rank alongside the other races in average intelligence.

The problem lies with the logistics of maintaining a population of better-trained vorcha. Their short life spans make them a precarious investment, and those that are trained don't have much time to pass on what they've learned to younger counterparts.

Well, at least they don't have it as bad as Star Trek's Ocampans. Those sorry sods can only keep on truckin' for 7 years.
They can also produce only one child for every 2 parents. How they haven't died off completely because their population literally halves every 9 years or so, or why they'd evolve such a retarded reproductive strategy is anyone's guess.

How so? Vorcha can adapt to almost anything, making them ideal for working in hostile environments. Plus the fact they breed and mature fast means you have a steady supply of soldiers if needed.
