Yes, armor generally should protect the body, I remember having to to shake my head at the dalish armor in DAO given it leaves open the the places where your most likely going to get A. get struck in melee or b. get hit with a projectile of some sort.
Good armor provides the most amount of protection with the least amount of restriction, not leave your most vulnerable spots unprotected.

She's supposed to be incognito in Novigrad, a wanted woman on the run from the entire city watch, and she prances around in a fancy outfit that will make any and every red-blooded man that sees her never forget the sight? That doesn't sound very smart at all.

It would make sense before Triss went on the run: in the patriarchal society depicted in the world of of the Witcher, for a Witch like Triss to wear such revealing clothes is a way to say: "I can afford to be even less dressed than the local prostitutes because the first man who tries to forces himself on me will end up as a puddle of liquefied meat at the bottom of a smoldering crater": a way to display one's confidence in her overwhelming power.
Which, when you think about it, is also part of the rational behind the rather revealing cleavage of Vivienne's casual clothes.

that's why only mages used cloth. they suppose to die by a melee stike.
Thing is good cloth armor such as Gambesons proves some protection unlike mage robes. Gambesons designed as armor to be worn alone have been known to provide some protection even against even heavy arrows. They were extremely common being the go to armor of the common solder who could not afford plate or chain armor into the renaissance before going into decline along with plate armor until it stopped being used completely by the 18th century about the time plate armor also largely went out of use with exceptions.

Oh, sure. If she was still Foltest's magical advisor, I'd have no issue with the dress. Triss is not above being provocative and showing off, and it really is a good looking, if somewhat riské dress. But as combat attire, it looks a bit silly, and as something worn by a woman on the run it is simply stupid. So not really a great example.
Still, I do think NPCs and companions often had the best armor in Inquisition. I wanted to steal Blackwall's outfits so badly. Quilted cloth and plate with Warden heraldry? Gimme. Vivienne, Dorian, Varric and Cassandra also had great armor design. Poor Inquisitor was mostly stuck with various armored longcoats, a look I liked but almost every viable armor set that wasn't race-gated looked like that.
I also absolutely wanted the pitch black plate you see on an NPC very early in the game, before even getting to Haven. The guy is just standing there, wearing this awesome looking armor, taunting me.
Putting aside all the "gender stuff" that has cropped up in this thread, I'd rather just comment on how few armour models there actually are, and how ugly most do them are. I'd say there was a better range of better looking armours in Origins, which is pretty disappointing.
DA:O had some of the worst robe designs I've witnessed in any video game, and I don't miss being turning into a fridge with legs by putting on the massive armor.
I do agree that Inquisition had a slew of cool-looking armors that were completely unutilized for the PC, which is unfortunate.
I think the armor looks quite fine on females. Its that horrendous attire you wear at Skyhold that needs some work. Couple of outfits look fine but the rest look bad.

That is neither a kimono or a negligee. The under-portion (for lack of a better word) of a negligee leaves the shoulders entirely bare, save for a thin strap over each, and it never sits on the ground when worn properly, standing up. As for kimono, you could argue it looks like a kimono jacket, but again, it doesn't sit on the ground. Kimono are always worn with a thick decorative belt, and are the same length all the way around the legs, and cover the arms both with the same material. Also, you wouldn't wear (cloth?) greaves with either.
If anything, it's some sort of fancy western medieval dress. I would think the kind that a courtesan might wear (I am reminded of Assassin's Creed: Brotherhood for some reason).
You're right though, about not being armour. It's hardly armour if it doesn't prevent or reduce pain, and it definitely wouldn't do either. D&D made the fantasy rules, but those rules aren't above historical facts.

Yes and arrows to a point at least when it comes to Gambesons designed as stand alone armor. However both Gambesons designed as stand lone armor or to be worn under armor do have a issue in they are hot to wear as the layers of leather and cloth material tends to keep in heat instead of allowing it to escape.

Because most people actually don't want their characters walking around in underwear/prostitute/fetish gear. Especially if it's only going to be applied selectively to the female characters.
Very few people actually use mod sites like the Nexus compared to the people who play the game, and the people who want actual armour don't need to visit because said armour is already in the game.

I'd rather be hot than dead, but yes, that does limit how long you can wear one and not die of overheating.
