Hi, 

I was wondering if the new DLC's allow for getting and spending more than 20. 

And could anyone tell me if there is a way to reset those perks... because I didn't think there was a limit.

I doubt it - the XP cap wasn't increased, so the influence cap is probably the same. (I don't actually know that for a fact, though, because the only Inquisitor I've played it on just hit 18.)

The rank cap is 20, and the level cap is 27.

Unfortunately, neither have been increased as of yet.

There is no way to reassign your perks.
