I made a silver account to access my DLC I got locked out of (I downloaded most of them...) and many of the DLCs aren't listed on the Cerberus Network at all... I want to download Lair of the Shadow Broker, but it isn't available to me...
Tutorial for properly linking your accounts.

Can you provide more info? You state you have been 'locked out of' your dlc, could you elaborate more on that. It's difficult to provide assistance with insufficient info.
What dlcs do you consider to be under the Cerberus Network?
Where are you looking for Lair of the Shadow Broker that makes you state that it isn't available to you? In the game, XBox Live marketplace via XBox Live, or even XBox Live marketplace website via PC?

Main gamertag was set to Czetch Republic so wont download properly to my xbox in the US. As stated in the first post in this thread he said to make another account use your EA account and download it from there.
All the DLCs for the game used to be selectable under the Cerberus Network to download if you buy it and it will be set to your EA account as well as gamertag. I bought Lair, Overlord, etc on my main account which is set to another country so I cannot access Mass Effect 2 DLC and even if I could I'd download it for Czech which wouldnt work right (it would download until 99% and then fail).
As I purchased it assigned to this EA account I should be able to sign into this EA account on a seperate account set in the US and download it from there to play on my main gamertag as the OP stated.

To be honest I didn't read the other pages as it's a tutorial. I think the intention of the OP was to teach fellow gamers how to link accounts from scratch.
I'm not entirely certain whether OP had different continents in mind when writing that (it seems to be a case of 'whoops, I used the wrong account' as the OP states), though I can see how that technique can be applied. Not sure on its rate of success to be honest.
I have read that other gamers have had to have their XBox Live account migrated due to emigration. It could well be something you need to have done in order to gain proper access to your dlc. In that scenario I would imagine you'd need to contact Microsoft for that procedure.
The other thing would be to contact EA support of course, to see if there's a reason why you can't access the dlc. I am anticipating it to be a regional thing though; sort of along the lines of why some dlcs still aren't available in certain countries. All conjecture admittedly.

Depending how you 'wasted' your code, you should contact EA support and explain the situation to them; they should be able to reassign the code to the 'correct' account.
