Save it until you find yourself in luck. E.g. Got a lv26 weapon from dragons and then blow all your gold at once. Stop if you don't see any purples from chests after opening 2 or 3. That's what I do anyway.

This morning I got a lv26 blue from the dragon and then I went ahead with chests, got 3 dragon weapons and a superb CD amulet, then another 2 dragon weapon from dragons... Not very useful drops any more but had it been a few months ago I would have been very happy with it. Some times I just got that sort of luck streak. But other times I can spend tones of gold and don't see anything worth noting what so ever.

Save your gold for when the new weapons get put into the chests.

This. Until after next week at least, cuz BW has been hinting something is going down.

Debatable. Some people like using new procs and whatnot.

Depends on your gear load out really. Only "new" thing in the chests is the kingfisher. Personally I'll be saving my gold for whatever comes out next as I have everything in multiples out of chests other than the kingfisher.

Rings for the Avvar, Virtuoso, and Duelist abilities are new.  If you don't have them, it may be worthwhile spending your gold.  If you're running low on some potions, it may be worthwhile spending.  If you need salvage for crafting Dragon calls, it may be worthwhile spending your gold.  If you play a lot, and get lots of gold, it certainly doesn't hurt spending some, since you can pretty quickly accumulate a decent sized war chest in between content releases.

Any idea if special chests also raise your loot score? Or only regular requisitions?

I was saving up just for special chests, then figured I'd buy 6 or 7 large requisitions... it was pathetic. Like a level 13 rare or something was the best of the bunch.
