I think they're talking about to uncap it and then cap it, or further cap it at 30 fps à la console, that's what we PC players usually do: messing with framerates

On a side note, ME3 running at 8K with 16x CSAA & 8x SSAA plus all those hi-res textures and ENB/Sweetfx combined looks gorgeous, and you'll never be worrying about capping framerates this way: you are likely to get 15-20 fps at best on most hardware

I cap my frames to 20 IRL, makes things much easier. Just today I was grocery shopping and the stupid AIs couldn't make up their mind on which cashier to choose, so I just walked past them - right there in the open, didn't even need soft cover - and went to the cashier that had no queue at all!

Well I did a few screenshots @ 8K rendering but it was basically a slideshow at ~10 fps so recording would not be that spectacular, however considering my pc is 3 years old I guess new rigs should run better.
There's a Flickr group called DeadEndThrills (one of the most famous groups on video game screenshooting), they have quite a few ME2 and ME3 screenshots @ 6K-8K, so you have the idea (some of those pics may be small size but they're actually down-sampled from hi-res so the textures look razor sharp).

Yes, you can unlock the frames in some game settings file though.
I don't like to mess with my framerate in any game. Last game I did that with was Skyrim, where closing a room door caused fruits to fly around and made plates ricochet off of walls and bookcases.
But I must admit, wonky physics in ME3 would be nice; abominations ragdolling and just flying around the map in a 360 degree orbit would make for a fascinating carousel of explosions.
I don't like to mess with my framerate in any game.
I absolutely do, as long as game logic isn't foolishly tied to it the way it is in ME3. 60 Hz isn't some ultimate apex after which no improvement matters, it just happens to be the common limit on most (low-end) PC monitors.

Yes. Game doesn't work right when you go much further over 60, especially wrt shield regen. This problem is more acute for some characters than others (problem inversely related to base shields). I don't doubt that this is part of why it is basically set for vsync at 60 out of the box.
If two machines are running at the same actual fps in this game, they will have the same AI regardless of their specs.
