I've meant to say this for a while but people who aren't in my friends list appear in the recent achievements on the main menu page 'ticker tape'. Is this normal? I'm pretty sure it used to just be those in the friends list whose recent achievements would scroll by.

Nope. Perhaps BW/EA is telling me these are people I should get to know? 
There's two names that have appeared and upon checking N7 HQ (PC ver), one ID is a current player, the other it states they've never played the game, despite their achievements appearing in my ticker tape - that second ID hasn't gone by in a while now but still seems odd that it stated achievements but their HQ says none.

I've never seen that but I've had where it says "so and so has unlocked achievement" but it doesn't say which one.

I think the ticker has reliability problems generally. Before now, I've seen it inform me that a friend has completed a "Gold waves" achievement for Map Mastery, but that particular friend doesn't play Gold.

Yeah a friend of mine started to play for a while and the next time I looked, the ticker said he had soloed plat or something. I thought you dirty, little, missile glitching...
But he is a straight up dude and he would prob have sleepness nights if he even accidentally reload cancelled! So I have no idea in hell where that one came from.

Isn't this because you had them as friends once? For some reason ME3mp never erases those you've had as friends and have since long removed.

Yea, checking the current ID appearing, the ticker states 'Hazard: Platinum' accomplished but the user hasn't yet.

Most likely the official stance, it's just I don't recall it doing that when the game first launched. Seemed to first occur IIRC around the time of the transfer from BSN to EA, so I dunno if they crossed some wires there or something.

The ticker is a known pathologic liar. I think it just makes up things to see if it can goad us into playing more. If it were smart it would say things like "so and so has unlocked the Harrier X" and make us want to spend money on the RNG.
