It has Chance to cast Pull of the Abyss On A Hit, when it procs for me it just appears for 1/2 second mobs are semi-pulled and then it disappears, not intended I assume?!

That's how pull of the abyss works on weapon procs, it just pulls all the enemies together really fast like in a fraction of a second. This is how it was with the Sulevin blade as well, we don't know if it was intended to be like this or not but hey its still a pretty awesome proc as it gets enemies bunched up either way.

The Sulevin Blade is the only other staff in the game with this proc on it, POTA works differently as a weapon effect. It procs near enough instantly dragging enemies in faster than a regular POTA. I haven't used this staff yet but if it works the same as the Sulevin then it's working as intended.
What are the opinions on this staff anyway? I just looted the Kingfisher yesterday while the day before I looted Scepter of Razikale. I tend to lean to Razikale because of the attack and crit vs the barrier damage bonus.
I also prefer the Razikale staff for the reasons you mentioned. I think the extra attack % and crit % on Razikale are enough to surpass the greater DPS provided by the Kingfisher (He said without offering any back up calcs
). I also prefer the fade cloak proc to the POtA proc, once you get the hang of knowing when to barrier yourself.

Hey Carbon_Bishop good to see you. I don't like the fact I can't spam barrier as I please with my keeper/ele with the Razikel so I lean towards the Kingfisher for my barrier mages. late barrier can kill!

Thanks for the info all, I was thinking it was borked! I play a lot of Frost FC so the cold damage on the staff is a bit annoying

If your Fade Cloak proc is still active from Razikale when you cast Barrier on yourself, it won't get applied since you're not technically "there".
It's more than just Barrier. An active Fade Cloak will negate any buffs you would have received during its duration, and I'm pretty sure Heal on Kill won't apply during a Fade Cloak proc. It actually makes Razikale pretty troll on a Virtuoso.
Heal on Kill works when fade cloaked. I use Razilkale on my Necro and it works great.
I use Kingfisher on the AW for the PoTA effect when using SB.
If you use AW with upgraded PoTA does the weakening effect apply to weapon procs as well?
I hope it does because Walking Fortress from Hakkon sword works that way on Lego (so u get guard for getting hit), but I'm not sure if this applies to kingfisher as well.
