Honestly, I wouldn't want any voice actors or actresses that had a significant role in the previous Mass Effects to return. Wouldn't be right, hearing their voices on other characters.
I wouldn't mind seeing some of the voice actors from Telltale games come over. Russ Bain (Rodrik Forester), Alex Jordan (Asher Forester - https://www.youtube....h?v=KJOE-8xBu4w) for male protag maybe, and perhaps Erin Yvette (Snow White - https://www.youtube....h?v=kQP7EbUP3fM) for female.

Troy Baker is an admittedly talented, yet annoyingly ubiquitous voice actor who has saturated the industry with his omnipresence; Mass Effect 3 just wasted him on a poorly written character. He is great as Joel in The Last of Us and as Rhys from Tales from the Borderlands.
Fixed that for ya.

Troy Baker's voice is malleable, though. I mean, the dude did an impression of Mark Hamill's Joker and sounded almost exactly like him. He could literally play any male character in Andromeda and be unrecognizable. The aforementioned Joel is also a good example.

Welcome to the video game industry.
The voice talent pool for video games is rather small, so you see (or rather, hear) a lot of the same actors repeatedly in many different roles. Jennifer Hale is another example of that.
That isn't to say that his ubiquity can't be a reason not to prefer him in the game, but if you're going to limit the cast to people who don't do a lot of VA work you're going to automatically rule out many of the most talented people in the industry. There is a reason why they get a lot of work.

Mark Hamill somewhere ... since he seems to have voice-acted just about everything at one time or another. *shrugs*
Mark Hamill and John DiMaggio as snipey krogan mechanics in charge of the Mako repairs who **** talk you at every opportunity.

With you on it - incredibly talented and versatile. Though, for some reason BW does not use his talent at all (Kay Leng WAS a waste, not use). So, you have nothing to worry about, Chronoid - I'd say 100% for the fact we would not get him in MEA.

Speaking of Witcher VAs, I'd like to see Denise Gough, Sarah Greene, and James Clyde get some work in the Mass Effect series. In order they played Yennefer, Cerys, and the Bloody Baron.
Sarah Greene is a chameleon as well. The character she plays in Penny Dreadful sounds nothing like Cerys and I'd never know they were played by the same actor without looking at her filmography. Not really necessary for Mass Effect, but she also has a good singing voice.

David Lee Roth
Robert Plant to voice a character
Lita Ford to voice the female lead
Too bad Howard Cosell is dead. He would do well voicing a character in the game
Bruce Dickinson to voice the pilot since he's an airline pilot and lead singer for Iron Maiden

I was disappointed to learn that one of my top picks for a VA in either ME or DA passed away last year; Paul Lukather was a real talent and possessed a commanding voice.
But most of my other picks are still alive and kicking - though they're getting up there, so I'd like Bioware to hurry up and cast them(again, in some cases) before it's too late.
Alistair Duncan - yeah that's a real guy. Voiced Saren, by the way, but he's got a bit more range than that.
Neil Ross
Rene Auberjonois
Earl Boen
Richard Doyle
Gregg Berger
Anna Gunn
Michael Bell
So basically the entire cast of the Legacy of Kain series. And bring back Simon Templeman in some capacity.

Saren was voiced by Fred Tatasciore. Alistair Duncan did voice a Turian, but he was everyone's favorite air quoting Councilor.

''Ah, Saren. Han has dismissed that claim.''
Except that Han is right. I think.

I think the cast should be composed of actors that are new to the series. Andromeda seems like a fresh start and I think the cast should reflect that. As for celebrity actors -- as much as I dislike the idea, it's unavoidable -- I think Henry Simmons or Elden Henson would be excellent choices. I saw that someone suggested Stephen Lang and I wholeheartedly approve of that idea. I would also love to see Morena Baccarin, but she may be too busy doing Gotham or Deadpool.
Oh. I almost forgot. David Tennant, David Tennant, and David Tennant.
Fixed that for ya.
He's ubiquitous for a reason. Troy Baker has a nigh-inhuman, vocal range. The fact that he has played the Joker, Red Hood, Two-Face, Robin, and Batman in the past is incredible. To top it off, he can act. His performance as Joel in "The Last of Us" was easily one of the best in video game history. I'm not saying that he should be in Mass Effect Andromeda, but you have to give credit to the man. He is capable of what some voice actors only dream of.
Troy Baker was Ryu Hayabusa(NG3)and Kunt Leng. I think I see a Ninja pattern...
You might want to check your spelling there, pal.
Mark Hamill and John DiMaggio as snipey krogan mechanics in charge of the Mako repairs who **** talk you at every opportunity.
Mark Hammill is good, but I would be more excited to see John DiMaggio in Andromeda. If we got a mix between Marcus Fenix and Bender, I think that we have what is arguably the perfect squadmate on our side.

I like whoever voiced EDI. I thought she did amazing on Starcraft.
That would be Tricia Helfer she also on Battlestar Galactica reboot with Micheal Hogan who did voice of Commander Bailey.
