So I'm currious, as with previous games like Dragon Age, once the DLC was on my harddrive, anyone playing the Xbox was able to use it. My boyfriend and I share access of one Xbox. I was the one who originally redeemed the codes for Cerberus Network, Collector's armor, and Terminus Gear. When he started a game today, none of the DLC was availible to him. Will he be unable to use the Cerberus network, and none of the DLC. himself unless he re-purchases the Network on his account?

Yes, you can share the same DLC. You just need to use the same EA account. My wife and I have separate gamertags and after some waiting last night, we got everything set up. We can both see the same DLC and both gamertags can download DLC and have it usable by the other gamertag.
Here is the link to my forum post explaining how I got it done.

Er... what? The impression I get from EA/Bioware is that you'll be able to re-download the DLC so long as the gamertag you play as is connected to the correct EA account.
If your XBox dies, you just need to transfer the XBL gamertag to the new console and boot up ME2. It will connect to your EA account, let you into the Cerberus Network and let you download the content all over again.

You can download the content all over and both accounts can use it. Don't say it can't be done because I already did it. I downloaded content, deleted it and redownloaded it on the other gamertag. It worked.
I don't care what happened with Dead Space. The ME2 system is different because it only uses XBox Live as a distribution mechanism, not a access control system. The DLC is free to download once EA releases it to you. That release is given to your EA account, so any XBL gamertags associated with that EA account can use the DLC.
Please do more research on this before you go telling people that it can't be done. (I know. I did the same thing and Chris Priestly was nice enough to correct me.)

Since this is along the same line of questioning as mine I was wondering say that my gamertag goes onine and accesses the data and downloads it. My brothers though he just made an account on my xbox 360 and he doesn't connect online to his, would he still have access to said stuff I downloaded? I know in ME1 he got the two DLC that I got so I assume it works the same with ME2?

The DLC itself appears to work in game on my boyfriend's account without needing to link his gamertag to my EA account, however he still doesn't have access to 'his own' Cerberus Network.
