For some reason I find it easier to hit the enemy I intended to with one of my powers or one of my squad mate powers in ME3 than in ME2. In ME2 I often have to bring up the power wheel to pause the action in order to target the precise enemy I am interested in while I don't really have to do that in ME3. What happened?

Are the encounters fought at closer range in ME3?

Was there a change in parallax so enemies appeared bigger in ME3?

Do enemies not clump up as closely in ME3?

Was targeting made more forgiving in ME3?

I am still puzzling this out.

In ME2, hitting with a power was easy but I found it harder to aim with a gun.
The enemies were all small. The biggest ones were the krogan.
In ME3, we have bigger enemies but also small ones. I don't think the fast enemies are the reason. Marauders, husks, phantoms are quite fast in fact.
May be the enemy numbers we have to engage at a time is the reason for it being more challenging.

I believe the allowed angle offset (while still maintaining a target lock) is larger in ME3

Also most enemies are not all that close together.

So in effect you can just aim in the general direction and still hit, while in me2 you needed to pretty much point directly at the enemy to 'highlight' it.

Also, for projectile powers such as Pull and Throw:

 - in ME2, the power is cast at the angle where you started casting

 - in ME3, the power is cast at the angle where the power is actually cast

So in ME2, you needed to determine your casting angle before you cast. in ME3, you can begin casting at an enemy then move your mouse/analog stick to change the angle.
