It was David Gaider (PLEASE ACTUALLY READ THE REST OF THIS POST) and he said that, jokingly, about someone who put together a video of Alistair going at it with a dwarf with very infantile features, including piggytails.

Also, he reaffirmed numerous times that he was relating to that depiction specifically, and not dwarf/non-dwarf romances in general.

I'm still waiting for us to be able to hang out in the Tavern like she said we should. If only becomes a romance in the next game with a new protagonist, then all the flirting she did would have been leading me on for no reason.

Dwarves look like kids ? We are talking about Dwarves. The race with the highest percentage of neotenous features are Elves, not Dwarves. This is not just true in Dragon Age but in many other fantasy games and literature as well.
It is the Elves that have very sparse facial hair and body hair. It is that Elves have large expressive eyes similar to a young child. Dwarves are short and stocky and have lots of hair all over them. How can they be childlike or even look childlike ?
