The only difference I've heard of is that Sera gives slightly higher approval if you flirt with Harding as a woman than as a man. That's just hearsay, though.
As far as I know, male and female Inquisitors get the same dialogue with her.

She expresses interest in it being more than that and so does the Inquisitor. Then the content just ends.
I dunno, I felt like it got about as much content as Sebastian's romance, and he still gets a tile in the Keep.
Even Tallis has a tile in the Keep.
