So I'm wondering if there's a simpler way to copy World States? I have a variety of different Wardens and Hawkes that I am trying to combine in different ways (and for whom a lot of choices really didn't change much) and I'm curious if there's an easier way to create World States close to what I want rather than having to do them all from scratch again. I can't make friends with myself and copy that way, it seems, but I could, presumably, export to DAI, create a new save, then re-import, but that's probably just as tedious as just making them all new...are there any other options I'm missing that I haven't found?

You'll have to export the one you want and then copy it back to all the slots.

You only need export it once though. So once you've got that over with and it's appeared in the keep as current playthrough you copy it to all the slots quite easily.
