You aren't the only one. The problem is that fewer things drop Cloth than drop leather or metal when salvaged. This is due to a disproportionately small amount of mage items in the loot table. And as well as that when something has a chance to drop cloth, RNG will dictate what kind of cloth you get. I get tons of silk. But I'm not sure if that's bad luck or if RNG favors dropping certain types of cloth over others (knowing that Cotton is the most desired).
The advice above is good. if you get a surplus of non cloth materials, craft some staff upgrades and hope for cotton to salvage off of it. But sadly, yes, it is difficult to find the exact type of material you need when you need it.

Yup, I'll pass on advice I was given. Craft cheapest staff upgrade that requires 2 metal 2 leather and dismantle it for materials. Won't always be cotton, but will be cloth.
My advice was solid. Keep playing and you will have excess amounts of metal and leather.
Especially if you are the guy that wanted Cloth/Plaidweave.... if not, it is all RNG and the more chances you can give yourself the better.
