Come to think of it, does the Chilled Effect (not to be confused with the Frozen Effect) apply if the target has Shields/Barriers? That might make it a tad more appealing for my SE.

Yes.
I just pugged a game with a Cryo Ammo Freeze Combo specced Salarian Engineer, and I suppose it is... comparable, to Incindiary Cheese spec. He loses the ability to Cheese armored targets, naturally, but he's doing more damage overall to multiple defense types, thanks to the AR Damage Barrel instead of Piercing, and extra Incinerate damage vs Chilled enemies. And his recharge is about 1 second faster now.
He does lose the abilities to shoot theough Low Cover, Guardian Shields, and shoot > Incinerate Fire Explosions on health, but these are kinda minor issues anyway.
I'm not completely sold on it yet but I'll play a few more. I do like how he is elementwhoring all the Tech now. And slowing the movement speed of bosses is always nice.

The effect is real. I burned some Cryo IV yesterday with my Falcon Volus Merc. Glacier Hazard Cerb. There were two Atlases in the basement that I basically was able to bring to nearly a standstill so my team could kill them easily.

One more point in favor of Cryo Ammo which I just discovered: If you are shooting a humanoid enemy that a Puggernaut has locked in their Heavy Melee grasp, as soon as the Shields are down it will freeze, forcing the Puggernaut to drop it. Then they just stand there with a stupid look on their toasterface while you toss Incinerate.

Atlases speed is never a problem. Does it slows down banshee teleport or crab flight?
My best setup to burn Cryo ammo is HE with scorpion (one of the best in applying ammo). Now she can tech bursts, fire and cry explode the enemy.

No it's not, it's being an efficient team player! Because the Jug Heavy Melee incapacitates those enemies, so once the shields are down and they become frozen they are incapacitated permanently, meaning there is no further need of the Jug's services. The automatic drop is a feature to inform the Jug that it is now safe and time to select another enemy, and the process repeats.
I am providing the entire team with a valuable product and/or service.

Let's be honest. Juggernauts ruin and change the gameplay in every kind of way. One big dumb Toaster showing high five for every enemy in the middle of the battlefield. Its quite an OP class. You need nothing but pressing the melee key constantly. It needs zero skill and i have absolutely zero respect for that. It makes bad players to think they can handle a certain difficulty level, while they clearly can't. I hate those kind of Puggernauts that stand in the middle of the battlefield and high five everyone, and put their hex shields block visibility and my shots. Yeah with pierce i can shoot trough, but then i also damage the hex shield, leaving the Jugg vulnerable and probably dead. Also with a juggernaut the whole gameplay is shifting towards the Jugg being the center of it. And when they pick up the pizza....
I hope Bioware redesigns the character for ME:A.

Another thing, frozen Possessed Abominations do not explode until they thaw back out, which can trick teammates into thinking it is safe to walk there

No, the Juggernaut is great when played correctly, the problem is that a lot of players just don't understand how. I don't mind so much if they just heavy melee everything anymore but I do agree that the Puggernauts that put hex shield up in corridors etc blocking everything is plain out stupid. Had a platinum pug last night on Reactor with a Puggernaut that insisted on blocking the entrance to the reactor with his hex shield and then just stand behind it blocking everything behind it with heavy melee, needless to say he died constantly. Cryo is the one ammo that will not steal weapon kills or headshots.
Volus Engineer is fun with it for lulz. Efficiency be damned put slow on Recon Mine, Prox Mine, and build a few snowmen with the enemies.
Volus engy with the PPR and all power setup for maximum slow down is one of my favorite kit in plat...

It may look weird but he makes it work trust me. I disagree with him on a few of his skill choices but he goes for quick cooldowns and lots of explosions, rather than more powerful ones. The Cryo Falcon just adds to the fun.
