This bug has been posted for like 6 months, by like an insane amount of people. For allot of people, whenever you respec any AI characters abilities what happens is all of your AI stop using there abilities. The only way to get them to start using them again is to shut the game down completely and re-open it. 

 

This has been brought to bioware's attention so many times, as a quick search brought up a ton of posts about this yet this bug has yet to be addressed. And its a horrible bug to deal with.

I have actually found a resolution for this problem.

 

For me whenever I used respec amulet I would have to restart game due to party ai stopped using abilities, except barrier.

 

RESOLUTION:

 

1. To fix this make sure your game is set to sync with cloud storage in origins client.
2. Make a backup copy of your Save folder location in C:\Users\"User"\Documents\BioWare\Dragon Age Inquisition
3. Delete the save game folder
4. launch origin client and run game, this will prompt the game to sync and redownload the entire save game folder
5. What this does is apparently only downloads the save games and not any settings. If you use a gamepad like me you will have to go back in and change your settings again. Also note you will have to setup your display and graphics settings again. Once you have made these changes, shut the game down and reload once more.
6. Now you are able to use respec amulet and party will indeed continue to work as intended and use abilities.

I hope this helps others, as this has been a huge problem for me.

WoW, just happened again, so guess that did not fix it.

 

This time it happened after just a bit of time for no apparent reason. I did not use any respec. I am playing on nightmare and so I don't typically use the tactical camera on trash mobs, but started dieing against just regular groups of mobs , seemed like they was just not dieing fast enough. Well thats when I can tell the companions have stopped working and nightmare turned into a solo game.

 

Please fix this bug Bioware.

Try respec on val royeaux map, for me it's working 100%.

Yea, it fixes itself after restart. It has not happened that much yesterday, but one day it was happening like every 5-15 minutes, and having to save, shut down game, then restart it is a huge waste of time because they don't want to take ownership of this problem and fix it.

No but I tried turning the AI off in game, then doing a fight. Then turned it back on and everything seems to be working and so far has not had issue. Maybe this fixes it??? hopefully. I did short search on these forums and there are like a ton of post about this, so I know I am not the only one.
