Why would they annul a Circle in Tevinter in the first place , anyway?

Only rich important kids go there , they won't purge the whole thing because two apprentice do blood magic hiding in a corner.

So abominations running rampant is probably the only reason .

Does this mean Southern magic is inferior and inefficient compared to Tevinter magic ?

Yes. I think it's safe to say that Tevinter magic is superior in general. A culture that has glorified magic for more than a thousand years will have that effect. Tevinter mages aren't crippled by fear of Fade entities like southern Thedosian mages tend to be, and that alone would make them more competent when dealing with the dangers of possession. Add that there's more incentive to explore the limitation of magic, more familiarity with almost every aspect of it, and it's no surprise we aren't hearing of any hostile possession events. Those few that still happen will be contained fast enough that any knowledge of them can be suppressed.

I think Tarohne and her followers are a good example of what one might find in Tevinter, sure there's blood magic and demons but the mages practicing it know how to handle themselves. The danger is to everybody else.

 

Except abominations still occur, annulments still occur, their practices do not negate the same occurrences that happen in the south from happening there.
