that it gains accuracy when you use the built-in scope (not the mod). and even more when you do this from hard cover. actually, doing so you can shoot throughout the whole map

If Geth Engineer - both can work, but Talon is better

That is true for almost every single weapon in the game. Scoping in and hard cover increases accuracy for all guns(*), not just talon.
(*) There may be a few exceptions, IDK.
I typically go: Talon for Adepts and Vorcha (because of good shield stripping) and Wraith for anything else. I especially like the Wraith on anything with a shield stripping power. It's awesome on the Geth Engineer.
EDIT: I have both the Wraith and the Talon at Level IX. Can't wait until I get one more of each.

Almost every single weapon that's not a shotgun, that is. And as Talon mostly behaves like a shotgun, I'd say this is a major reason why people find its zoomed-in behaviour surprising.
Another not-so-major reason being that it just doesn't make sense. Conceptually most weapons have increased accuracy when zoomed in because that emulates the idea that you're able to aim and control the weapon better, but that shouldn't affect weapons that are meant to fire a spread shot.

The Graal definitely is affected by ADS, and I think it's pretty significant. I feel like most other shotguns are affected based on experience, but not as much.
You may be on to something with the Smart Choke though - I never use the Smart Choke on the Graal because I usually use it on melee builds with the Omni Blade. That could be why I notice more of a difference on the Graal. EDIT: I guess not.

Yeah, Graal's a special case (like projectile weapons in general).
However, "ordinary" shotguns (Claymore, Scimitar, Disciple etc.) simply aren't affected by cover or zoom when it comes to their bullet spread. At all.
Talon. Shot delay on the Wraith makes it annoying in some situations. Both are awesome weapons, but I prefer the Talon.
Not really of fan of either.
