This is at least partly true.
There is the other aspect of OT, its draw. If there isn't a pleasant place to loiter there is no draw for non-BW interested elements to hang around. This strategy takes advantage of other aspects of internet culture, short attention spans and the need for immediate gratification.

The absolutely overwhelming majority of Offtopic dwellers were loitering there because there was nothing BW-related to talk about they had interest in. ME:A informations are trickling in at snails pace and most of what we get isn't groundbreaking informations (for obvious reasons given its curretn developement stage) and DIA is nearing the end of its fully supported life-cycle. And a lot of users in here don't have equal interest in both IPs.
So what they do in the meantime until something worthwhile to discuss about pops up, is loitering in Offtopic with their likeminded online acquaintances, talking about other shared interests, like non-BW games, or TV shows, music or sharing funny animal videos. And that is a good thing, because it keeps those people invested in the community even in times where discussions about directly BW related topics are scarce (or just plain fruitless because the people active in the ontopic sections just wildly speculate in circles for example).
Practically every major forum has an Offtopic section and they had those for ages, so there's clearly no harm in this.

About the only thing that has me in the other sections right now is my Discover Andromeda thread. I can't afford the Inquisition DLCs right now so I won't bother discussing something I know nothing about, and there's barely anything to go on regarding Andromeda(the game) so I can only talk about Andromeda(the actual galaxy) and how it might pertain to the game, along with its actual details in reality.
A community is defined by shared interests and interaction.
If there's no interaction, it's just a couple strangers not knowing each other that happen to have similar interests.
If there's no shared interests, it's just a bunch of people doing stuff.
In times when a community can't interact much, say because there's no news coming out in between game releases, giving the opportunity to interact strenghtens the community. Even if that means talking about MLP or Grumpy Cat.
Taking away that avenue is weakening the interaction potential and is, whilst not necessarly weakening the community, certainly not helping in creating a stronger one as has ironically been named as one of the reasons.
And since BioWare isn't elaborating in their reasoning, we can only interprete how that action resonates with our perspective and as is evident, those interpretations aren't exactly jubilant, which should be superflous to say, isn't strenghtening the community either and has caused the loss of good will from a number of posters, which isn't just detrimental to any community, but could directly effect the bottomline for future BW product sales (obviously not by much, but a loss is a loss and usually companies try to not go out of their way to give their own fan community reasons to do so).

Yes. Because since there's no informations about ME:A and DAI just got its last DLC, what do you suppose there is to talk about? Of course it gets quiet.

I think this has increased quality of the forums.
Now many of the haters are slowly leaving, because nobody waste time on just hating games(atleast i hope).

I'm pretty sure haters are amongst the least effected demographic by these changes. Those people usually reside in the primary game sections and those are obviously still open and I didn't notice any increase in moderator activity.

I don't think the odds are any good. If they thought they had a good reason to non-communicate from the beginning - which they certainly seem to think they have, generally as well, and since a good while - there's no reason to think anything has happened that will change their mind.
The only theory that holds any hope of response or reconsideration, is that they are uncommitted about what they're doing. And I don't think that is the case at all.
