I'm of the opinion that even questionable things should be reported, and its up to the moderator to decide how to deal with it, whether its a verbal warning, a warning point, a suspension, or a permanent ban.
Sure but then I'd expect them to consider things in context. To have the ability to decide if they can ignore it, warn someone or go for more serious measures. I'd especially like to see them warn people who report every little thing.
I'm not a nice person, I freely admit to that. I'm brutally honest and I don't deal with stupidity well. But I would never intentionally insult someone or try to hurt them. As it stands now you can't call posters out on their failing logic, their stubborness or anything else... even if they derail a constructive thread with it. Because if you do, you risk being reported.
Since she left I have never been aware of who the community manager is. I couldn't tell you. With her it was plainly obvious, after she parted ways with Bioware it was simply a mystery and never when I asked who it was did I receive an answer. Or if I was given one, I don't remember.
As far as I know, it's David Hulegaard.

As you can see, he doesn't even mention the forum in his schedule.
