I believe each Milky Way race would have their own agenda, and their own rules and regulations pertaining to their race, but is there going to be another "galactic government?" Similar to the council in the Mass Effect games?

From the sound of it the game will take place before the Milky Way colonists have found suitable home planets. It is likely that finding them is going to be part of the protagonist's job description and the initial reason for the exploration.

As such there probably won't be planetary governments, but instead the colonists will be part of an organization. ARKCON appeared in both an organizational logo shown by Bioware and a trailer, so I'm guessing that whatever ARKCON is will be the organization governing the colonists.

I'm sure over the course of the game the main character may have some say who will be the leaders or at least a vote who should lead each species while exploring Andromeda. Who knows? It may of been decided before getting to Andromeda. I'm not too worried about it until the game is released.

Arkon is the space inquisition. We'll bring religion and order to those alien heathens!

I expect some sort of board, sort of like the United Nations, where each species from the Milky Way has a seat and they discuss what to do.

I hope there is a central arkcon structure but in typical pioneer spirit individual groups are ignoring it and pursuing their own agendas on the ground. Give the player side mission choices that support settlement freedom or reigning back into more central oversight.

It should be divided like alpha centari and we face off against sentient psychic fungus if we damage the environment.

There's going to be some form of military dictatorship and fascist rule over the new worlds. Javik would have approve because of the Prothean's imperialistic views.

And much like the UN there is a permanent Security "Council" (lol get it?) composed of a tiny fraction of the member states who hold the only political power the body has in an anachronistic, historically based oligarchy.

This arrangement actually sounds quite familiar to MEverse politics, except the UNSC doesn't actually ostracize or remove member states that disagree with its editcs, nor are its politics based on institutionalized racism.

If what I expect is true, then each MW race with colony ships will have their own Colony Council.

They will work together initially, at least, because a unified strength is their best option in the hostile Helius Cluster. The known races from the  MW galaxy are the humans, krogans and solarians, that are confirmed.

These three are the best combo, so far

Krogans = tanks

Solarians = scientists

Humans = best overall skills

The next two would be the Turians and the Asari. If ME:A has anyone else I will cry... I lean toward the Asari.

Anyway, an Overgovernment for the races of the MW is unlikely.
