Though generally if you want to farm great bear hide for endgame, you just send leliana out on the "gather leather" wartable mission, which is repeatable.

You could save and reload, transport back to camp, or just walk out of LOS of spawn points.  At least that should work, it does for most of the merc/bandit/whoever spawn locations.

 

I never have the problem of too few bears in that area.  Always seems like it is easy to get 3 on you at once.  I don't usually try to farm a bunch of bear leather from them though.  I end up doing the Gather Leather war table operation for Great Bear Hide (as recommended above).  It doesn't unlock until you capture Suledin Keep in Emprise du Lion though.

They're pretty few and far between, though, and not confined to a specific area.  Easiest to just do the War Table mission with Leli, as mentioned above.  Of course, this means you need to have passed a certain point in EDL (also mentioned above).

What Tier is bear hide anyway?

Tier 2. Great Bear Hide is Tier 3.

If you have The Storm Coast open, the mouth of the Long River is a 100% reliable spawn location for Bears. You can get one right at the mouth on every new zone-in, and often get another 1 or 2 up river a bit. If you are far enough along the main quest to have darkspawn wandering around, you might not see the first bear at the mouth of the river -- because it's attacking some darkspawn a bit further south. You might find the carcass of the bear there, if the fight doesn't go its way.
