No, a feature in the game, built for the purposes of selecting your class for you. So you load in and are surprised, overjoyed, regretful, what have you. For the purposes of fun.

Haha would be fun for you to say pick random character. Give it a light pistol and turning out to be soldier or something. However for the other players I can see it getting annoying for someone to be random cos it might impact on how well the team goes and before you know it 'randoms' will be kicked straight away.
This will be the case with some people but if you are playing with a friend you're safe as long as the vote-kicking is the same. People will know or learn that if they are picking "Random" when playing on the higher difficulties with public players there will be this risk. This is for fun either down the road in the next ME or even early on given the right group of players. I also don't mean to say you won't find players who will be annoyed by this, but you can load up ME3 and annoy most people by the things you choose to do in the lobby or in game; snap cheese, lolreegar, flamer spam, no consumables, whatever. Things that are really just choices, made possible by the game.
*note* this could also be a 'private match' feature as well if Bioware feels it would be used mostly to troll or if it would be too problematic. However, doing this in public games with a friend or two is the most fun. I will also say it wouldn't be used by most of the players and mainly by those who are bored and looking to make the game more exciting after already playing hundreds of hours.
