Hi folks...

as per title.... I need to know, as I cannot notice it in game, if Strafing shot ALWAYS adds to your movement speed or ONLY in combat...can you help?

It affects movement while firing your bow.

So I will only notice while in combat right?

Yes because any time you fire your weapon it puts you into combat mode, even if there are no enemies around. :)

The speed it increases is your walking speed while you are in the arrow fighting "stance," holding up the bow.  You may have noticed that your character is normally a lot slower to move in that case.  Strafing shots increases that speed.  Doesn't do anything for other running or walking speeds.
