No. It is a plot hole, and developers rarely fix those.

They really should do those things to show the passage of time. Surely a real Inquisition would do that. Skyhold might as well be beautiful and solid when the excrement hits the fan.

Skyhold isn't part of the DLC. Maybe there'll be a cutscene moment or two, but once you start the DLC, it locks off all the other content (including Skyhold).

You can't do that. Three Sheets Dutong already has the writ for Skyhold.

They also need to work on that staircase leading to the Inquisitor's room, but you can't go asking for miracles.

The golden nug and wardrobe follow you to the new base in Trespasser (some Orlesian place; possibly the Winter Palace, since that's where the DLC starts).

I get the feeling the new hub happens to be where you are when the fecal matter hits the rotary propeller.
