ok so i am currently playing a tempest archer rogue and i using a bow with these stats:

203 dps

' 160 damage

' +20 damage vs living

' +11% attack

' +4% Crit chance

' +14% crit damage

' +9 dexterity

now my problem is a just crafted a new bow with these stats:

198 dps

' 175 damage

' +24% attack

' +12% crit chance

' +66% crit damage

now forgetting the stats like damage vs living, is the second bow better or worse because it has 5 dps less but a lot higher attack, crit damage and chance

(as a side note, because i have no idea. if anyone can create a stat calculator for weapons to solve problems like this one that would be great)

What do you mean by "better"? Highest average damage output? Highest peak damage? Something else?

To calculate average or peak damage, you need to post your character's att% and crit chance and crit damage before equipping the weapon. Not to mention passives and other buffs, but we can ignore those for the sake of a straight A vs B weapon comparison.

But ... just by eyeballing the numbers:

higher base damage + higher attack% buff +  higher crit buffs is always going to be superior to the lesser of those, all else being equal, so go for the second one.

Another quick & dirty way to guesstimate is, subtract the rune contribution to the dps. 203 DPS looks better than 198 DPS, but if you subtract the +20 damage vs. living, like you're fighting rift demons, it's only 183 DPS vs 198 DPS.

The second bow is vastly superior to the first.

This. Don't get confused with the dps number. It only says how much damage per time is dealt with auto-attacks. Always look for the base damage because this is used for ability modifiers and such. BioWare made a mistake, imo, to highlight the dps instead of the damage.
