I just notice that I got this bug, I pretty much followed the hot fix that involes turning off the console completely from a year ago when the game first released, But the problem seems to come back.
Is there any real solution? Also Im on Xbox One

There have been a few reports of this recently (to be clear, you're saying that the character will only perform basic attacks and won't automatically use their abilities when under AI control?).
I haven't heard of any solution. The most recent thread is here, and there are some suggestions there, but a lot of time this issue gets buried by posts about the combat freeze (where characters will completely lock up in combat and do nothing at all).

First Thank you for your reply and second that's very unfortunate, I sincerely hope they fix this before the last dlc hits.I believe they would be inclined to drop fixing any more bugs and move on to the next thing, as they did with origins with its bugs.
Also that's another bug thats annoying
