Hello,

  My minimap has developed a scintillating circle around it. Since the game didnt come with any tutorials, I have no idea what it's supposed to indicate. Any ideas?

It means there is a hidden item nearby. You need to "ping" it to find it - press the left thumbstick on Xbox, no idea what it is on other platforms. When you do so, you will get a pointer showing the direction of the item. When you are next to it, it will be revealed.

There is - when you are looking for the notes for the apothecary in Haven.

Which is kindof a mistake, because if you choose not to do that quest(because you hate lyrium potions?), you'll never get the tutorial about that mechanic...

Well yes, but most of the Haven quests are tutorials (requisitions, crafting and potions), so you can miss all of them if you don't do them.
