These are alternative Inquisition scouts.

 

Those guys are random backdrop NPCs in certain story missions; I know from my memory that they are the map-stabbers at the Strom Coast, during the "Inquisition preparing for war"-montage-cutscene, at the beginning of What Pride Had Wrought.

 

I wouldn't read too much into it.
