I'm currently doing the final actions before the landsmeet.  My team is at level 19.  (What's the max level before final battle?)

Anyhow, from a previous playthrough, I know about Morigan's "Dark Ritual" offer.  This time around, I intend to reject the offer which, I believe, leads to Morigan leaving the party.  This will leave me with only one mage:  Wynne!  (My PC is a warrior.)

What are some powers I should focus on to give Wynne more "bite"?  I've already given her all the fire-related powers.  She has petrify, she can dispel magic, and she has arcane bolt (but not the other mage powers).  Any thoughts?

I think I like paralyze in addition to petrify.  I have a bad memory.  Wynne a wonderful healer and I also use rejuvenate.  I think that's the right spell.   I set rejuvenate to allies 10 or 20 percent or something.  I also use stone fist and have her chug mana potions.   She's usually busy healing for me.

max level is 25, but I can only get there by giving elfroot to the elven representative.

Stinging Swarm is part of Creation, and it's a very damaging spell as well.  Maybe the rest of Creation as well.

For sure you'll want Heal if you don't have it already.  Stinging Swarm is great against bosses or large mobs; it does damage over time, and if the original target dies the swarm hits the next nearest target until the spell dissipates.  However, that's a reasonably high-level Creation spell, so at level 19 you may not have enough points to unlock it yet.

Just a reminder - before you tell Arl Eamon to call the Landsmeet, triple check to make sure there are no side quests you haven't completed, locks you haven't picked or codex entries you haven't found.  I might be forgetting how much exp you get between your arrival at Eamon's Denerim estate and the Landsmeet itself, but level 19 seems a bit low to me.

My PC is level 20, all other companions are 19.  I completed the major quests to gather the armies and all the side quests in those areas.  I did all the Blackstone and Chantry quests.  For the Mage Collective, only the "Scrolls of Banastor" remains.   At the Gnawed Noble tavern, I still don't have all the illicit love letters.  In Denerim, I've not succeeded with the "Unbound" quest yet.   For DLC's, I did "Return to Ostagar", the Shale quest and personal quest, and Soldier's Peek (though "Ancient History" remains open).

At this point, my team no longer gets ambushed while traveling through Ferelden.  All that we ever run into is Old Tegrin and his obsolete wares.  I suppose I'll have to the elfroot thing a couple hundred times....

If "Ancient History" remains open, you missed one of the journal entries or else you didn't find what you were meant to find, so you might want to redo Soldier's Peak.  Unbound finishes in a Denerim back alley anyway, and there are several love letters in places you'll visit in Denerim IIRC, so I wouldn't worry too much about either of those.  Clearly I'd forgotten how much exp you get from the runup to the Landsmeet.

I did take your advice on donating elfroot and that's actually working nice and slowly.  I'm really getting tired of the Dalish encampment though.....  :(  I finally beat the megademon in "Unbound."  I'll probably go back to "Soldier's Peek" for a look around.

Arghh!!!  Locked out of the buildings at Soldier's Peak!  Can only engage merchants!  Looks like it's back to picking elfroot....

Every mage needs Heal! It pays dividends 100 times over. In fact, I usually max out the Spirit Healer tree with Wynne and I never regret it. You can set her up as permanent heal-bot and you're laughing.

If you have any more XP points to spend, I'd also give her Forcefield and Crushing Prison. In the final battle you sometimes get several Big Things coming at you at once, and it's nice to be able to lock one down and deal with them one at a time. Petrify should be useful with this too but something in the back of my head is telling me that it's less reliable than FF/CP, which generally always work (as far as I can recall).

Yeah, when I said "redo" I meant, unfortunately, you have to redo the whole thing.  (Pro tip - make a new save for each new area you enter, it will save you LOTS of headaches and you won't lose quite so many hours of gameplay in situations like this.)

Don't forget the Temple of Sacred Ashes exploit for bonus XP. Have Wynne focus on healing and Force Field, not attacking. Also root enemies with Paralyze and Earthquake.

earthquake is very useful for battles when there are lots of enemies at the start of a fight. But most of Wynne's magic was actually healing spells; on a difficult battle, such as the archdemon or groups of enemies I used revival and group heal. Also get fireball for one of your mages!
