I have found this gear (see images below) in Bastion of the Pure but there seems no way to reach it. Its on top of a small stone column and there is no way to climb to it.
Any suggestions?

You have to unlock an operation that builds some scaffolding if I remember correctly. I think it's around the corner. There are a few items that require operations.
