That was my initial reaction upon viewing that picture. But I looked closer.. and there are some similarities.

Definitely Teagan, according to the interview video thing with Mike. Honestly though, 10 years between dao and dai, we still haven't been told how many in-thedas years passed between start and end of dai, and add 2 more years onto whatever that is. He's going to look rather different.

Well, if that's really Bann Teagan then I hope we get to see what's happened to Connor. Honestly, I wish we had the opportunity to help him decide his future at Skyhold. He can't rule Redcliffe anymore but he can still do something positive with his life.

Last time we've seen him being ultimately trolled by orlesian nobility at Celene's in Masked Empire. He seemed to be the same good ol' Teagan. I don't see him antagonizing the Inq in any way, especially with Alistair-Cousland on a throne. Probably he's angry with those masked dudes?

It's possible what we've seen only reflects the less friendly choices we've made. When I played Arl Teagan apologized after demanding reparations for Redcliffe and offered a chance to compete for landownership.
