You need to start earlier.... Much Much earlier like right after Haven earlier.

Yeah, generally you have to flirt with whoever you want to romance as soon as you can. Sorry 
Solas prefers the bald elf females, sorry.
It needs to be much, much earlier as others said. My brother managed to romance Cassandra at this part of the game though, but he doesn't talk to his crew very much, and so, that may have been a reason why he managed to do it. If you want a lot of approvals with Solas, recruit Cole.
Cullen is a strange exception though. My single Quizzy always had the "Are you with anyone?" option the entire game.
And don't flirt with Blackwall, I heard there is (or was?) a bug that kills Solas's romance. (and truth to be said, I didn't even get any flirt options with Solas when I started romancing Blackwall)
I had trouble triggering his scenes as a friend recently as a Qunari. They're basically identical except for the final cutscene.
You need to complete the following after you reach Skyhold, but before What Pride Has Wrought:
- Ask all of the questions from 'Tell me about yourself' and 'Tell me about the fade' dialogue trees.
- If approval is high enough, a special option in the top left will show up after you've talked to him enough, saying 'Tell me about yourself', which will trigger a cutscene in Haven. You need to pick the flirt dialogues in this cutscene to begin a romance.
- If approval is high enough, a personal quest will trigger after this, 'All New, All Faded For Her', which you complete in the Exalted Plains.
- After this, if approval is high enough, you will have a cutscene on the balcony in your quarters, at which point you can lock in (or break off) the romance.
You need to do this before What Pride Has Wrought aka Arbor Wilds/Temple of Mythal. Your final Solas romance cutscene will occur after you finish that quest.

Yea basically with Solas you have to do things in an exact way or else it won't ever happen. The two key things are when you talk to him in the fade after arriving in Skyhold you have to kiss him. Then later when you have the convo on the balcony you have to take the heart option when he brings it up. If you don't do those things it doesn't matter what you do, you can't romance him. So yea OP you are sadly way to late

OH gosh. I did flirt with Black Wall, and then decided not to (ended romance) since only female elves can romance Solas
I did do 'All New, All Faded For Her' however though.....
I talk to ALL of my teammates after each story however...I guess I pissed off Solas too much or the Black wall glitch got me. However I did get a tiny kissing scene in the early stages of Skyhold..then I could't get Solas to like anymore after that.
