This may be a stupid question but if I'm in the Frostback Basin and Jaws of Hakkon guys are there, that means I have that DLC, yes? I don't know if the faction was present without the DLC or not and I bought DA:I several months ago but just now really playing it and I don't remember if I purchased the DLC or not.

That is correct! Yes. You can only get to the Frostback Basin if you have the DLC.
